Duties and Responsibilities

Budget Officer will be based in Main office and reports directly to the ASGP Finance Manager.

Summary of key functions:

  • Ensure Effective and accurate financial resources management and oversight, focusing on achievement of the following;
  • Ensure implementation of operational strategies and procedures, focusing on the achievement of the following results;
  • Manage the budget of development and management projects and organize an optimal cost-recovery system, focusing on achievement of the following results;
  • Ensure proper control of CO accounts, focusing on achievement of the following results.

1. Ensure Effective and accurate financial resources management and oversight, focusing on achievement of the following:

  • Formulate budget policies and procedures, and participate in the development of financial planning strategies;
  • Plan, organize and administer the programme funds and components budget preparation process;
  • Oversee preparation, modification, maintenance and analysis of the programme’s operating budget forecast;
  • Provide technical assistance and advice on budgetary matters to the Programme Manager and to the Finance, Human Resources and Procurement Departments.
  • Develop and implement complex financial models for analysis and presentation of financial information;
  • Prepare, review and revise the final draft of the budget document and propose recommendations to the Programme Manager;
  • Facilitate the development and implementation of enhanced and innovative budgeting techniques.

2. Ensure implementation of operational strategies and procedures, focusing on the achievement of the following results:

  • Participate in the intermediate and long-term budget planning process, and ensure integration of the budget and annual work plans;
  • Participate in the planning and development of comprehensive strategic framework and annual work plan;
  • Utilize and foster utilization of fiscal and operational analysis, including benchmarking and outcome measurement to analyze and improve efficiency and effectiveness of service delivery;
  • Provide training to various departments on current budget preparation procedures;
  • Provide assistance in developing and administering the budget formulation process for other departments.

3. Manage the budget of development and management projects and organize an optimal cost-recovery system, focusing on achievement of the following results:

  • Make presentations and respond to questions concerning previous and proposed budget details, trends and projections;
  • Direct compilation of data based on statistical studies and analyses of past and current year to justify new budgeting;
  • Prepare analysis of budget variances and forecast programme expenditures.

4. Ensure proper control of ASGP accounts, focusing on achievement of the following results:

  • Analyze costs in relation to services performed and prepare recommendations for budget revisions;
  • Ensure compliance with Programme mandates and professional standards;
  • Propose adjustments of expenditures in accordance with programme changes;
  • Other duties as assigned.

Required Skills and Experience

  • Master’s or Bachelor’s Degree in finance or economics or related filed, with 2 or 4 years of experience in finance, finance administration or economics respectively;
  • Knowledge of ATLAS would be an advantage.
  • Up to 2 years of relevant experience at the national or international level in providing financial management services and/or managing staff and operational systems.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems.

Language Requirements:

Fluency in English, Dari and Pashto is required.
