The overall aim of the manual is to enable staff in counterpart STEP and its partner organisations to promote gender equality primarily through main-streaming, special interventions and policy dialogue.

The learning objectives for participants of the course are to:
•Understand and articulate the rationale for gender equality as an objective in itself and a means by which to achieve human rights objectives;
•Become professional promoters for gender approaches to development and particularly in civic education and election awareness programme;
•Understand and articulate the links between the National Strategies and gender equality;
•Be able to apply Counterpart STEP Strategy for Gender Equality in order to advance gender equality in all policy and project related work – regardless of sector or theme, at departments level
•Develop and produce a gender manual on gender awareness, gender equality, gender and development, gender analysis incorporating issues relevant to gender in the election processes.
•Clarify the Women in Development (WID) and Women and Gender (WAG) approaches, and define gender mainstreaming.
•Develop and produce manual, by incorporating the learning and experiences generated by previous experience and in coordination with gender advisor.
•Facilitate discussions, seminars and workshops among experts and thereby aiming to incorporate culture specific case studies, issues and experience into the modules and manuals.
•Develop assessment tools and techniques for the evaluation, monitoring of staff knowledge (Post training evaluation).
